A: In this case, since Star Seraph Sovereign was not in the hand when Star Seraph Scepter was Summoned, it is not possible to activate the effect of Star Seraph Sovereign that Special Summons it from the hand at that time.

Synergy:
~Synergy~ You can gain massive card advantage just for having Scepter and Sovereign in hand. You make your pushes with star seraphs and grind out with Satellas. With Scepter, you have 6 searchers in the deck, so you're less dependent on Deneb. In a pure Star Seraph build, Delteros is usually your go to 3 mat rank 4 but in this variant, you get the added benefit of special summoning a Satellarknight from your deck when Delteros hits the grave. Also, Scepter's pop + draw effect can't be negated since your opponent can't activate a card effects in response to a summon. The rest of the star seraph monsters are very mediocre and have no place in here. Only run these two.
Card Choices:
~Card Choices~ Summoner Monk - I'm not a fan of Summoner Monk but he's honestly not that bad in here. He gives me access to Scepter and Satellarknights if I need them. He also doesn't cost you card advantage since every target in the deck gets their effect off after being summoned.
Star Seraph Scepter - I run 3 for obvious reasons.
Star Seraph Sovereign - The reason I run 2 is because I rarely ever get to use the 3rd Sovereign, especially after I already performed the play. Also, Sovereign is a dead card without scepter, so they can clog at times.
Soul Charge - Soul Charge is love, Soul Charge is life and Soul Charge is cancer for my opponent. Since your monsters get their effects when revived, it's really, really easy to fill the board with them and just splurge everywhere but also not having to revive more than 2 monsters. Soul Charge turns nothing into everything but i'm sure this goes without saying.
Call Of The Haunted - Another useful way to revive monsters for more shenanigans. I run 3 for the same reasons as soul charge.
Foolish Burial + Zephyros - Just something i'm currently testing. Bouncing my COTH and searchers sounds very appealing to me.

No. The only way you can special summon the chair you searched is by already having another chair in hand prior to your search. because you Special Summoned a “Star Seraph” monster during the previous chain, the timing for the second Star Seraph Scepter that was added to your hand is still correct, and you can activate its effect.
There's no reason to run less than 3 Sovereign. You want to see the combo as much as possible, and playing 3 Sovereign alongside the 3 Scepter maximizes your odds of having it. Also, you can use Soul Charge and Call of the Haunted to make the third one live.

+1 for genuine question. As I said, I found it difficult to get the third one live after pulling of the play and even if I did, you can't xyz with just 1 scepter and 1 soverign. Elder god, however, has made it much more playable as you can summon the scepter in grave then special summon sovereign in hand.
I dropped zyphros and summoner monk because summoner was really unnecessary with 3 soul charge, call of the haunted, and 2 instant fusion and I really hated drawing zyphros which happened too often. I opted to run more traps instead.
