"Who was the former chairmen of Duel Academy, When & why did he first show up, & who did he duel?"

Duel Academy was created by Seto Kaiba.
Excepting first Yu-Gi-Oh! series, he show up in Yu-Gi-Oh! Duel Monsters first episode and was dueling with Yugi's Grandpa for the 4th Blue-Eyes White Dragon and he won and the Yugi take the revenge and won for his Grandpa.

The former chairman was Kagemaru. He wanted all the Sacred Beasts, so he formed the Shadow Riders. He dueled Jaden and appeared i episode 46
