• Card Destruction - It's actually a win condition, but seldom used. Dragon Rulers will need something, after all.

Pleiades won't get hit either as Constellar will be the future teir 1s so it probably will stay unlimited and I would say add Gold Sarcophagus to the limited list as it is one of the cards that speeds up dragons a bit. I don't see Spellbook of Judgment added to BANNED to make spellbooks balanced
Star Hall and temperence are least of Konami's worries I would say Fate. And Dragoon is most probably semi not limited. People hardly run 2 shock master let alone 3 so Shock Master is well... safe. I would think Cerciyon will get semi or limited. The rest I dont argue with... kinda. Tenki might get semi-limited until Chicken comes out irl then they might probably limit it.
Also I dont see Bear anywhere that card is seriously gonna get hit Semi-limited maybe limited

If I would add anything, it would be Tenki. Thunder King will most likely be hit again because Konami doesn't like how it shuts down their newer decks. Spellbooks won't ban the main cards, frankly. Konami is still selling these sets pretty hard. I see Pleiades getting hit because the effect is probably one of the more powerful in the deck, and hitting it would only make the masses more interested in the deck. I am trying to look through Konami's eyes, rather than what I personally want to happen. I do think a format under this list would be a tad unfair to some decks still, but Konami has to sell product.

Abyssphere : Instant megalo on the field , chainable to any spell trap removal except night beam.
Toon Table of Contents : Fake hit to spellbook
Gold Sarcophagus : One dragon ruler in hand doesn't matter who it is and one in two turns.
Atlantean dragoons : Easy +2 For mermail.
