this card is more specific than effect veiler. It has practical applications, but ultimately isn't as good as effect veiler. Not only doesn't it negate the effect, but it destroys the monster, which can be detrimental against decks like, for instance, shaddolls, who gain effects from being destroyed by card effects. Though veiler doesn't remove the threat, it can stop OTK combos and put otherwise weak monsters in danger.

well, i better play veiler than this one, level 1 tuner still better. and this one cant negate. maybe i'll side it instead.
if it said "Banish" instead of "Destroy" its different story. lol.

Fact it can active during either players turn, that means it works in all phases which a thing Veiler doesn't have. On the down side, it doesn't say it negates anything, so that's a thing that would make me consider not running it. 
Perhaps it would make a good side deck.

The monster itself is a level 3 tuner, which works well and blends in with several decks. Do not be foolish to underestimate Moonlight Rose Dragon. There's been a sort of resurgence of many types of decks, including Synchros. Is it broken? Well, no. But it does have the edge of actually having multiple practical uses, with a DEF stat that isn't one to laugh at.

You may scoff at the secondary effect, but look at some of the newer cards out there. Infernoids are at risk, as a primary example. Veiler already has multiple, better counterparts. Nobody is really going to be playing it over Breakthrough Skill or Fiendish Chain, unless they're that afraid of Denko Sekka, a rather relevant card. An interesting fact, this actually counters it quite well, in that it can not attack over it.

It fits more than one niche, which is what a lot of cards need to do, if you ask me. It doesn't excel in particular in any one area, but it sure has some rather diverse usability that may be appealing for some. It really does seem to be a counter to Infernoids, who really can just be shut down by both effects provided, losing the ability to dump resources, as well as their already summoned monster needing to banish even more.
