The second effect of
Return of the Monarchs lets you add a monster with 2800 ATK and 1000 DEF from your Deck to your hand, as long as that monster has a different name than the monster you Tribute Summoned. Those are the stats of the new

Granmarg the Mega Monarch is a Level 8 EARTH Monster that can be Tribute Summoned by Tributing 1 Tribute Summoned monster. When you Tribute Summon it, you get to destroy up to 2 Set cards on the field. If you Tributed an EARTH monster (like a
Granmarg the Rock Monarch that you Tribute Summoned last turn), you also get to draw a card.
As long as
Return of the Monarchs is face-up on your field, you can’t Special Summon monsters from your Extra Deck. Lots of Decks rely on their Extra Decks for Summoning their strongest monsters; but Monarch Decks are different. Monarch Decks include lots of high-ATK monsters with strong effects right in the Main Deck, and don’t need to rely on their Extra Decks. That makes the drawback on
Return of the Monarchs insignificant.
