The breakdown:
This card makes getting rid of problem cards a bit of an ease with a sacrifice of one of your monsters. If your opponent's monster has destroyed one of your monsters this turn, then you can destroy it instantly with no fear of reprisal.

Alternate uses:
As this card does not have any additional effect beyond destroying the monster, you can utilize it to destroy one of your own monsters to activate its effects when it is destroy, such as the fire king cards. Alternatively, you can destroy a malefic, meklord, or earthbound monster, freeing your other monsters to attack. You can also attack one of your opponent's monsters with a weaker monster, then destroy the opponent's monster with this card.

Weaknesses:
As has been stated, this card requires the monster to have destroyed another monster in order for it to work. In addition, card effects that do not activate will still work, such as the protection effect of Number 101. Since it is a trap card, it needs to be set first in order for it to work, and it can't activate in main phase 1 due to its condition.

Interesting, this card overall isn't great but in same time could be really good in some techs/decks.

You can set in main phase 1 and xyz summon and play it. People will most likely MST it at end phase if they have an MST so by then it will be too late because you can just play it in m1 or m2 on the turn it was set.
